EV Policy - Haryana

Introduction

Haryana EV Policy 2023 aims to promote clean transportation while creating ecosystem for manufacturing of Electric Vehicle (EV). Govt will achieve this by focusing on :
1. Manufacturing EV in state
2. Creating charging infrastrucutre ecosystem
3. Demand incentives components in Haryana

Demand Incentives

  • ROAD TAX : 
    1. 100% exemption on road tax on the EV purchased in Haryana, till the policy period.
    2. EVs will be exempted from paying state toll tax.
  • VEHICLE REGISTRATION : Electric vehicles will be registered on priority basis with a minimum Token fee of Rs.100/-
  • DEMAND GENERATION SUBSIDY (4W) : 
    1. Coupon of Rs 75000/ for the price of vehicles under 10lacs - subjected to purchase of vehicle within 6 months from the date of issuance of policy
    2. Coupon of Rs. 1,00,000/- for the price of vehicles above 10 Lakhs subject to purchase of vehicle within 6 months from the date of issuance of policy
Charging station subsidy
1. DC Charger for above 100V: capital subsidy of 25% for first 100 charging stations.
2. DC Charger for below 100V: capital subsidy of 25% for first 300 charging stations.
3. Capital Subsidy of 25% of Fixed capital Investment.

4. 100% net SGST accrued to state as reimbursement for purchase of advanced batteries for Battery Electric Vehicle (BEV) swapping stations/ battery banks.

Manufacturing subsidy and Tariff

1. 10% of fixed capital investment up to a maximum of INR 10 crores for first two units. 2. 25% subsidy on total fixed capital investment with a ceiling of INR 50 crore.

Battery recycling subsidy

100% net State Goods and Service Tax (SGST), accrued to the state, as reimbursement for purchase of advanced batteries for Battery Electric Vehicle (BEV) swapping stations/ battery banks.

Other subsidy, if any

1. 100% exemtipn on stamp duty. 2. 30% subsidy on road price of Electric vehicle in form of reimbursement on purchase of Electric vehicles and to the financer, if the Electric vehicle is hypothecated. 3. Exemption from paying electricity duty for first 10 years.

Skill development

Stipend of INR 10,000 per employee per year to a maximum of first 50 employees for a single company for micro, small, medium and large firms.
